Problem is that the users have already logged in using cached credentials if they do not check the "log in using dial-up" check box. That's why the login script doesn't run. A login script is meant to run when the user logs into the domain and authenticate againsts a domain controller. In order for the script to run on logon, the share where the scripts are stored must be available. There may or may not be 3rd party tools that will accomplish this, but IMHO, it would be vastly better (and cheaper!) to simply educate the users to check the stupid dial-up check box when logging in.
