Actuallly the gentleman earlier answered the question
I did this and everything is working now

Yep. I think you need to set a local GP on the XP machine to wait for the
network on boot up. It's found at Computer Config | Admin Templates | System
| Logon | Always wait for the network. By default, XP doesn't wait to
communicate with the DC at startup and logging on. If you're trying to push
this GP as the computer boots, it'll never go.

Do us a favor and check the event viewer of the machine in question. It may
shed some more light on the issue. BTW, how are you trying to deploy Visio
2002? From my experience, Visio has been extremely difficult to deploy due
to the fact that before it is installed, other files must be installed (i.e.
Visual Studio 6.0 if not installed, spcore.msi - must be installed prior to
installing Visio). The event viewer will most likely give you much more
information as to what is happening here.

Has anybody seen an error like this?

The assignment of application Microsoft Visio Professional 2002 [English]
from policy Corporate-Visio-2002-Assigned failed.
The error was : The group policy framework should call the extension
in the synchronous foreground policy refresh
