You can use WISE to create *.msi files (www.wise.com). I think there is a free version on the Win2k CD too.
Walls seems to be quite good too. http://www.chicago-soft.com/walls/index.html
There is no general tool that i know of for creating *.mst files. Most of them are application specific. (Office RK, Acrobat Enterprise Installation Tool, ...)
