This thread brought up an interesting question in my mind:

How do you remove a domain controller from AD that has been totally
destroyed, by fire for instance? I know you could restore it to new hardware
and then run DCPROMO, but what if you have no tapes? Is there any way to
remove the dead DC it from AD? Do you have to use ADSIEDIT or something?

The answer is IT Depends.  Does this server host any FSMO roles?  If so, you
HAVE to transfer the roles first before you can DCPROMO it.  Once any roles
are transferred, it is as simple as running DCPROMO.

How do you complete remove a domain controller from an Windows 2000
Native domain?   What MMC do you use?   

Using Active Directory users and computer gives an error and won't let you
remove the server from the "Domain Controllers" container.
