You must activate the schema DLL before you can add AD Schema to the MMC.
At the command prompt, type:
regsrv32 %systemroot%\system32\schmmgmt.dll

At the message that the DLL Register Service succeeded, close the command
prompt.
Now, the Active Directory Schema should be available to the MMC.

Active Directory Trusts MMC snap-in, right click on forest root domain,
operations master

then move the FSMO roles as desired.

something like that - you will need to ensure that the snap-in connects to
the machine that you wish to transfer the FSMO roles to.

I want to transfer this role (schema owner) from one domain controller
to another domain controller? Does anyone know how to accomplish this?

I am getting this information via "netdom query FSMO"
