To confirm this is your problem check your winlogon.log file.

I do know from past experience that you must make sure leave the System as
having access to the service and you can screw yourself pretty badly.
Sounds like this may have happened to you.

Im not 100% sure on how to do it but just be careful when yo uapply the
permissions via the GPO.

Does anyone have ideas to resolve this.... I have added sceurity to a
service via a GPO and once I applied it the group who could admin that
service was unable to do so - even an enterprise adminisrator could not
change the service settings.

i remove the gpo from the container and moved the server into another
containter and set it not to inherit any top GPO's. i did a gpresult and it
showd that it was not collecting the above GPO with the settings in it -
however this did not reset the security on this service. ive even re-create
the Local Secuirty Policy from the templates..

so even when logged on as local admin to the box you cant do anything with
this service - any ideas?
