Is it all users that log on or just one? What if you log on as the local admin, does the same thing happen?

I have a few machines (Windows 2000 Professional) in which a user logs in, the desktop it blank. I do a CTRL+ATL+DEL, go to task manager, and show processes running except for explorer.exe. I go to File, New Task (Run...) I Browse, go to Desktop, and right click on Network and choose properties. The Desktop opens with the error: Cannot not find the file '/idlist,:340:740.,' Make sure the path and filename are correct and that all required libraries are available. I have re-installed SP2, Disable Anti Virus and all sorts of tricks. Still have the same problem. Only software in common between these three workstations are Windwos 2000, SP2, Norton Anti Virus, Office 2000, and IE 5.5 or IE 6.0 I have done Q256194 from M$ and searched google and all. Any clues?
