I dunno as we have never forwarded, a quick check on technet returned these

Frequently Asked Questions About Windows 2000 DNS [Q291382]

Question: Do I need to configure forwarders in DNS?

Answer: No. By default, Windows 2000 DNS uses the root hint servers on the
Internet; however, you can configure forwarders to send DNS queries directly
to
your ISP's DNS server or other DNS servers. In most cases, when you
configure
forwarders, DNS performance and efficiency increases, but this configuration
can
also introduce a point of failure if the forwarding DNS server is
experiencing
problems. The root hint server can provide a level of redundancy in exchange
for
slightly increased DNS traffic on your Internet connection.

actually, i I'm pretty sure that if the external dns forwarder is down the
internal dns server will still forward the recursive lookups to the internet
directly (unless outbound dns is filtered at the firewall, or recursion is
disabled locally). this way you can have your cake.......

host 2 sets, we do only put on the external what people need to see. Do not
forward internal for name resolutions to external, if the external one dies
, your name resolution for external sites dies with it.

I'm sure this has probably been discussed before but I have Internal DNS and
External DNS. I either need to have External update Internal or host 2 sets
of DNS Servers.... Does Microsoft have any recommendations for this or would
I be better off just hosting 2 sets?

Thanks,
Joshua
