Beat me to it!  I was gonna say the same thing.  Can't set password policies
at the OU level, has to be at the domain level.  So everybody gets it.

Question,

        I have a native active directory network setup, and am using group
policies on the users Orgizational Unit. I have password policies setup to
be quite secure. I have custom set the password max time, history, and
password length. I also set the use difficult passwords option. But, for
some reason users are able to set there passwords to blank. Any feedback
would be great.
