Thanks guys I fixed it I had a group policy at the domain level that was
superseding my Domain Users OU. I went ahead and just set the password
policy at the domain level.

I'd take a look at your policy hierarchy. Either you have a domain policy
that is more liberal or somewhere in the tree no override on block
inheritance is set.

        I have a native active directory network setup, and am using group
policies on the users Orgizational Unit. I have password policies setup to
be quite secure. I have custom set the password max time, history, and
password length. I also set the use difficult passwords option. But, for
some reason users are able to set there passwords to blank. Any feedback
would be great.
