Either way, the entire app is installed in the end.  The difference is that
when you assign an application to a user, it only gets installed on first
use.  When you publish, they have to manually choose to install the
application from add/remove programs.  Depends on whether you want to force
them to have it installed.  I would also look at assigning to computers, as
assigning/publishing to users ONLY installs the app for that one user.
Anyone else logging into the computer will not be able to use the app.

When you assign to a user the app is not installed until the user clicks on
the ICON
When you publish to a user the app is not installed until they go to add new
Software but unlike Assigning to the user the whole app or whatever you
