Have you refreshed the user policy using secedit on the DC?

I have an app that loads a local Print Driver and I need to give users the
ability to add them so the App will function Properly
I have gone into my GPO:
Computer Configuration
-Windows Settings
-Security Settings
-Local Policies
-Security Options
-Prevent users from
installing
printer drivers I have Disabled
I have cycled the machine and all other changes take effect, but the user
is
still unable to install a printer locally.
Is there anything else I need to do?
