You need to enable "Prevent Users from Installing Printer Drivers".
Disabling the Option will allow users to install printer drivers.   Yes, it
is confusing....

Note: Policy changes are applied every 60 minutes...if you have not changed
the defaults.

I have an app that loads a local Print Driver and I need to give users the
ability to add them so the App will function Properly
I have gone into my GPO:

Computer Configuration
        -Windows Settings
                -Security Settings
                        -Local Policies
                                -Security Options
                                        -Prevent users from installing
printer drivers I have   Disabled

I have cycled the machine and all other changes take effect, but the user is
still unable to install a printer locally.
Is there anything else I need to do?
