You are correct.  The only supported way to demote a BDC to a member server
is to reinstall the OS.

How many BDCs are we talking about? One two...or a few dozen?  Should not be
a big deal if it's just a few servers, a few hours of work.  If the issue is
with a few dozen servers, then I say you need to look into refreshing your
hardware.  If it's not good enought for Windows 2000 server, then it's time
to cycle out the hardware.  In the long run this will be much better on the
TCO.  You can make a proposal for adding the old hardware to your computer
lab (or create a lab if you don't have one already)...or whatever.

BTW: If you are demoting the BDCs to member servers (via reload or 3rd party
tools), and there is no other BDCs in your domain, then you can switch your
Windows 2000 Domain into Native Mode (but you probably knew that, just
wanted to state the obvious).  Also, you may want to plan to have at lease
two DCs in your Windows 2000 domain, again for obvious reasons.
