We ended up just loosening the permissions on the graphics filter
registry tree.  Not the most restrictive, but it met our needs.  

Interesting that MS ships a non-"Logo compliant program" as the default
for opening graphics :-)

I think it's a problem with restricting permissions on a specific
portion of the registry.  We had a similar problem here when we tried to
lock down permissions on the registry.  If you take the exact error
message that they receive and do an exact search on TechNet, you should
find it.  I don't have the documentation here with me at home, but I'll
see if I can find it tomorrow.
