Option 2 would be the best.  A big advantage of this option is the ability
to use the RIS technology for upgrading to Win2KPro.  Of course, there are
other advantages as well: greater ability to secure the system, keep Bill's
company going, etc...

For most well managed corporations with 2500 workstations, it is common to
see a desktop hardware lifecycle of 3 years.  This means a 33% replacement
per year.  Therefore, the option available to upgrade the NT4 workstations
are:
1.  Retain lifecycle of workstation.  Cycle to WIN2KPro in three years.
2.  Shorten the Lifecycle to 1 or 2 years.  This would speed up the
migration to Win2KPro.

There are variations to the options above.  Some variations are to keep the
3 year lifecycle, but to make exceptions for some special cases.  Special
case lists are hard to compile because everybody seems to think they are a
special case...but it is done in all companies I have seen.

Workstation TCO is much higher then Server TCO because of their greater
numbers. The cost associated with touching/modifying a global desktop image
is costly. (If you have never done the exercise...do it now...and you will
be amazed at the cost)With this in mind, most companies try to minimize how
many changes they make to their global desktop.  When changes are to be
done, the well managed corporation typically couple these changes with other
changes with other optional changes that have been waiting.   If a company
can syncronize desktop changes with events like periodic hardware
replacements then they probably have realized an optimal TCO for desktops.
