Power User have the ability to install printers however they do not have the
rights to load/unload Drivers.

If you go into the GP and allow load/unload Drivers, then all Power Users
are allowed to install local printers.

( the Article refers to XP but from what I've seen, it applies to 2000 as

Are you talking AD?  Group Policy, if you are in an AD environment,
otherwise, modify the local security policy to allow power users to install
local printers.

They can install network printers and drivers, but not local ones.
