You can create a new forrest with the same name, but.....You won't be able
to just readd your child back, you will have to reinstall your child from
scratch and then rejoin...The child domain has guids unique etc.. that it
got from the Root DC. If you can't get the root restored you are screwed
dude. Sorry.
