That's definitely the intention; create an artificial market and rake in the money from people who are paranoid to get their name in all of the new extensions.
I personally think that the fact the spammers have all flocked to and embraced the new domains plus the shady dealings with the selection of the new TLDs, they will not be successful or legitimate in the minds of many Internet users.
