This did the trick  turned  off spanning tree protocol

Yes.  The delay is in either the spanning tree protocol or trunking
mechanisms
happening on the port while the OS attempts to connect to the DC or DHCP
server.

I believe the 4000m's interface is very similar to a Cisco access layer
switch.
Try:  switch>portfast ?  or even better:  switch>?   :)
