I'd start by looking at the run keys in the registry.  I've had stuff like
this happen with failed applications installs which had leftover stuff in
those keys.
HKlM\Software\Microsoft\Windows\CurrentVersion\Run
"\"\"\"\"\RunOnce
"\"\"\"\"\RunOnceEx
HKCU\"\"\"\"\Run

Check logon scripts for anything funky.
