I had a similar problem with an optical mouse and a mouse pad that had one "shiny spot" on it. When ever the sensor eye moved over that shiny spot, the cursor went all over the screen. I have also seen erratic behavior from a mouse that had coffee spilled on it. So, it sounds like hardware to me.
