Didn't like our previous answers?  I'll repeat my experience:

I, too, had a similar thing happen with NTCONFIG.POL. What happens when you 
do this is NOT the same thing that happens with Windows 9x CONFIG.POL in 
the same policy.

In 9x, Run\Items are run IN ADDITION TO the local Run Items 
(HKLM\Software\Microsoft\Windows\CurrentVersion\Run).

In NT, Run\Items REPLACE the local list of Run Items in that same registry 
key. I believe there is a KB article about this, but on a quick search for 
"policies replace local" I did not find it. Also, I believe "that's the way 
it is" and there's nothing you'll do about it. If you want to do this on an 
NT machine, you need to put it in a logon script.

I won't speak to Win2K specifically, because I was already using Logon 
scripts with NT4, so I did so with 2K.  I believe in your NOS environment, 
the same holds: do it in a logon script.
