They may be referring to the fact that by default, W2K doesn't support
PPPoE. Which is the protocol used by most DSL providers that I know.
Many have their own proprietary software which installs the protocol and
makes the connection.  Also, and I know this won't really help now, but
I have a PPPoE driver that was developed by a lone-admin and used it
with my DSL, but it's in my tool box at home.  Once installed you can
just create a new PPPoE connection to your ISP, and browse the net with
out dealing w/prop. Apps, popups and other nuances.

I'll post it tomorrow.
