Is NetBIOS enabled on both systems?

The IP addresses assigned to the 2 systems are 192.168.1.1 and 192.168.1.2 with the same subnet mask 255.255.255.0 without any gateway and no DNS server. I haven't set up an domains and added both the computers to WORKGROUP. I am able to ping one system from the other using IP addresses as well as hostnames (I have also made the entry in the hosts files in System32/Drivers/etc) but I am unable to browse using \\IP_Address neither do the systems appear in My Network Places.
