Word 2000 can open the works files but I don't think it will with the default installation. I have found that you have to 1) open word 2) select File -> Open 3) select a .wps file (I think that's the word extension). My experience has been that then (and only then) that word will prompt for the Works CD and install the works import filter. If the Works 2000 was installed by hand, you might have to re-install Works with different features (or add/remove components if it will let you).
