You may not have hit all the steps.  Try this, from the archives:

RESOLUTION: 

go to Start, then Run Type in "regsvr32 iuctl.d l l /u" to unregister
the program 
Find iuctl.d l l and iuengine.d l l and delete all instances of them

Everytime I try to update my windows 2000 server I get the following

I've tried removing the icutl.dll, adding https: the URL, and I have SP4
installed. What could be the problem.
