First of all let me say that this is a horrible idea. Assuming you are talking about NT 4.0 as PDC is a terminology of NT 4.0
1. PDC will run but it will not be the master browser for your 10.x.x.x network it will be the master browser for your 192.x.x.x network 2. You would need netbios to pass through for file/print sharing and netlogon. 3. You can not NAT a protocol. You can NAT an IP address. If you are passing through the proper protocol and you have the proper routes in place then that is all you should need.
