You shouldn't need VNC to do this -- and even if you manage to 
load VNC, who's to say it'll work as the kb drivers are 
missing for VNC to control.

has instructions on editing the registry remotely when a 
keyboard-driver installation has rendered the kb inoperable.

It also suggests the following steps first:

RESOLUTION
To re-enable the keyboard, use any of the following methods.

First, try the Last Known Good Configuration option by 
pressing F8 at the boot menu. If the Automatic Logon feature 
is enabled on this computer and has already logged on a user 
and there is no keyboard or mouse functionality, use one of 
the following procedures:

Use Recovery Console
Remotely Edit the Registry
