I hope I can blame it is the routing issue. BUT, I have discovered my
Compaq laptop can detect RIS server. Therefore, I start to guess the
issue may be caused by current workstation BIOS or PXE client version or
NIC driver.

This appears to be a bit academic.
You have two subnets.  RIS uses BOOTP/UDP for broadcasting its presence.
Broadcasts do not (normally) get routed -- they stay within their own
subnet
You need to configure a helper address for the RIS server in whatever
device
is routing between the two subnets.

Dear all,
 
It would be grateful if I can hear your reasons why. 
 
For unknown reason, none of the workstations can detect RIS server. 
I have verified that ALL workstations can detect DHCP server because
they
can pick up the right scope, can logon & access network beautifully.
 
Whenever I hit F12, the workstations fails and return me the error
message 
"PIX - E51: No DHCP or Proxy DHCP offers were received; then PIX-MOF:
Exiting Intel PXE ROM"
 
Current environment:-
RIS Server & DHCP Server runs on the same domain controller at subnet A
(Compaq EVO D500) All 20 x Windows Professional workstations (Compaq EVO
D500) are located at subnet B. I have verified that DHCP Server is
authorised DHCP Server & does not see any apparent error message about
BINL
service at Event viewer.
