You can do this with secedit. But..It should have been done already by
deault a machine refreshes it sec policy every 45 minutes.

Can you force a domain wide propagation?  or can you set a 10 minute refresh
or something?

One of our admins set a domain policy yesterday for log on locally rights to
the backup service and admins only.  NOw no one can log in until the policy
changes I made take effect.
