If you are looking for a cheap solution, you could always look into a Linux firewall and using IPSec. Mandrake has an out of the box hardened firewall OS that is VERY EASY to configure, but it doesn't have built-in VPN support so you can use IPSec. SuSe Linux has a firewall OS with VPN but I am not sure the cost associated with it.
