I have seen this before when a switch is set up for STP. Spanning Tree Protocol protects the network from loops by not allowing communication for a while after connection is established. It is unnecessary when a pc is connected to a switch, and can cause this problem.
Autologon is setup in the registry. Either manually or with TweakUI. If you logon as the admin, then you can not connect to network resources because you are not authenticated. I would suggest logon as the admin and then do some diagnostics with your connection.
