Since you're using win200 and the DHCP registers the addresses in DNS ...
go into the reverse zone for your network and flush the addresses in the DHCP range out. Just delete them. Reduce your lease time to 30 min and run a little while like that. Reboot all machines to update, reconfig the lease time back up to 8 days and your problems should disappear. Also, depending upon your network equipment, I would flush the arp cache of the router(s) and switches.
