Maybe you could try reinstalling RAS

  And you will not be able to.  IP is always included in Windows 2000.  You
cannot remove it any more than you can remove the keyboard driver.

  I think I saw a MS Knowledge Base document on how to re-install the IP
stack in Win2000 once.  (Sorry for the vague answer, but I've never needed
it, so I didn't pay much attention to it.)
