  A razor blade is probably the safest.  No chemicals at all.

  Isopropyl (rubbing) alcohol is often effective, and is used in many
cleaning kits anyway, but I cannot vouch for what it might do to your
equipment.

  Label the tapes independently of what they are being used for.  For
example, just give them numbers.  Keep a separate catalog of tapes, e.g.,
tape #12345 has such-and-such on it.

  If you must have a content descriptor included with the tape, and you are
storing the tapes in those plastic carrying cases, just print the
descriptions on a piece of regular paper, fold it up, and tuck it in with
the tape in the case.
