Interesting. I have upgraded several NT4 and Win98 machine to W2K with no issues. The NT4 upgrade is almost too easy! Win98 --> W2K took 70mins on a PII 500 /64M RAM. Win95 is not as happy upgrading in my experience, but the several - over a dozen - 98/NT4 machines I've upgraded in a networked environment have given me zero problems. The only issue I've had is user confusion between Win98 ---> Win2K.
Of course time/resources allowing a fresh install is always preferable.
