Why would you make them equal?

Hi ,

Are the Active directory root name and the netbios domain name different
? 
We had them equals and we encountered resolution problems. Also DCPROMO
will let 
you select the same name (actuals it defaults to the tne Netbios name)
you will have to change it.

I could not find Microsoft documentation stating that they MUST be
different however it solved our problem.
