At the time I responded, the posts were quite unclear as to whether you
couldn't find the right service, or that the service didn't exist on your
machine.

This is a bit of a long shot, but try enabling RRAS. If its enabled already,
disable it and reenable it.

The other thing that comes to mind would be security policies, but I don't
recall any policy objects which would do that.

Any potential to reapply the service pack, and if possible the 128bit
Encryption disk?
