I tried robocopy on one file with the /sec option.  It copied the
permissions but reset the owner to Administrator.  What am I missing?  How
can I do it without logging in as the user?

Definitely Robocopy.
It is especially cool for users directories because you always run across a
folder that you don't have permissions for. Robocopy will pause until you
grant the proper permissions to move the folder and then it will continue.

We need to move users from one partition to another on the same Win 2K
server and we also want to start using disk quotas.  What is the easiest way
to move their user files and still keep them as the owner?  I'm new to Win
2K but I believe the quota is based on file ownership.  TIA.
