I believe if you modify this file and change the port number accordingly it
may fix your problem. Give it a try. Save the original file first, then if
it doesn't work just put the original file back. I got this idea from
Microsoft support one time.

C:\WINDOWS\system32\drivers\etc\services

Edit with notepad

An application we are running requires port 1099.  When I boot up this
machine (used for demos), port 1099 seems to be in use by LDAP.  Is there a
way I can turn this off?  It seems that sometimes LDAP connects to 1099,
sometimes it connects to other ports... 

Any help is appreciated.
