Yes, the TS CAL was bundled with XP Pro and Windows 2000 Pro. If you have TS running, you can look at the licensing (or view it on a DC in an AD environment) and you'll see that licensing is split into two types: Built In and Open.
However, as I said in a previous post, rumor has it that MS will remove built in TS licenses from XP and future O/S versions.
