Hmm Notepad.exe and Winword.exe are the same. I noticed that
PersistentHandler is in mine and your machine but not the problematic one.
What do you think?

It's not related with IE so much as the file type. Look at
HKEY_CLASSES_ROOT\.htm\OpenWithList

See http://www.datsuns.com/geekage/htmopenwith.gif for the settings on my
W2K machine which views source HTM with notepad.

I just did a find for notepad.exe i also checked out the IE subfolders.
