Possibly. The value for PersistentHandler in mine is
{eec97550-47a9-11cf-b952-00aa0051fe20} and probably the same for yours. A
registry search for that value will returns dozens of hits.
Google search for PersistentHandler didn't turn up as much relevant-looking
stuff as a search for {eec97550-47a9-11cf-b952-00aa0051fe20} did.
Here's an MS web page that talks about finding a filter DLL for HTML files
which seems to be at least peripherally relevant:

There are many good hits for both PersistentHandler and the value I have for
it on Google.
At minimum I'd add the PersistentHandler value to .htm and .html in the same
manner it's on your PC and see if that works. You might need to re-read the
registry (reboot or other) to see if this works.

Hmm Notepad.exe and Winword.exe are the same. I noticed that
PersistentHandler is in mine and your machine but not the problematic one.

It's not related with IE so much as the file type. Look at
HKEY_CLASSES_ROOT\.htm\OpenWithList

W2K machine which views source HTM with notepad.
