Who needs access to what? Do you think that putting all the data in the "one place" would be better for your users, or will they be happy with their local data on their local servers? If all the data is represented in "one place" you could use a Distributed File System and store your files more logically across servers in various states, and then represent all that information from your centralized DFS tree.
