The smtp PreSubmissionQueue (Messages peinding submission) seems to be where all new msgs are going. It's active and contains an "Enumerate message from the queue node" folder with a red exclamation mark.
I don't want to change the exchange server settings as I'm pretty sure the security policy changes were the only machine changes since smtp stopped mail delivery.
