we have created another local acccount belonging to the local
Administrator group.
we reserved the local administrator account for the IT department.
we published the password of the other "admin" account to the owner of
the laptop.
In this case, we still have a control to the computer in case of, and
the user has the ability to install printers and applications.

Actually, we have no restricted policy for users on their computer.
