Is it something that can't be taken care of simply by placing it (or a shortcut to if you want to pass a variable to it or other parameters) in Startup under the All Users profile? Exactly what program do you want to run/what does it do? A .CMD / .BAT in Startup will run that file at each startup, unless you don't want the user to see it listed in Startup.
