Can't say I have any answers. I can tell you that I have TS remote admin running on my DC and I have the license service running and everything is great. I know that doesn't give you any answers other than to let you know that that config works.

The service installed but will not start. I receive the service-specific error 3221291009 and error code 80090016. I found 3 articles on Microsoft's site (312028, 313494, and 277917) regarding possible fixes but none worked. Regarding article 312028, the HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers\Type 001 key does not exist. According to article 277917, the DC does not need to run the Terminal Services service in a Windows 2000 domain, just the Terminal Services Licensing service. The DC is running Terminal Services in Remote Administration mode. Should it be uninstalled? Any help would be greatly appreciated.
