Are you planning on running any terminal servers in Application Server mode? If not, then you don't need the Terminal Services Licensing installed anywhere in your environment. If you are going to use Application Server mode, technically you don't have to have the license server on a DC. I have my license server on a Win2K server in an NT4 domain.
