Are you planning on running any terminal servers in Application Server mode?
If not, then you don't need the Terminal Services Licensing installed
anywhere in your environment.  If you are going to use Application Server
mode, technically you don't have to have the license server on a DC.  I have
my license server on a Win2K server in an NT4 domain.

I've attempted to install the TS Licensing service on a DC (w/SP3) with no
success.  The service installed but will not start.  I receive the
service-specific error 3221291009 and error code 80090016.  I found 3
articles on Microsoft's site (312028, 313494, and 277917) regarding possible
fixes but none worked.  Regarding article 312028, the
HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers\Type 001 key
does not exist.  According to article 277917, the DC does not need to run
the Terminal Services service in a Windows 2000 domain, just the Terminal
Services Licensing service.  The DC is running Terminal Services in Remote
Administration mode.  Should it be uninstalled?  Any help would be greatly
appreciated.
